There has been three meetings with the Design Committee consisting of District Staff, two Principals from PAUSD elementary Schools (Briones ES and Addison ES). b. There has been one meeting with Traffic Safety Committee. c. Three options were chosen out of six presented to the Design Committee. In this meeting Options 3, 5 and 6 will be presented. 1.2 Capacity Info / Design parameters: a. Capacity of school shall be for a projected enrollment of 480 students. b. The need is for 24-26 total classrooms; which shall include the existing buildings (14 classrooms), a new classroom building with 10 classrooms, two new SDC classrooms and one Flex room (which is not part of the total room count). c. There shall be four kindergarten classrooms to make a four-strand school. There are currently two classrooms. d. New Multi-Use Building since existing is undersized. e. Addition to or New Admin area with new location because it is currently undersized and in a poor location. f. New Library g. Existing portable buildings will be removed. h. Existing Childcare building will remain. i. Playstructures wil be replace with two new ones. 1.3 Option 3 (of 6) a. Existing Admin converted to two new Classrooms. b. Admin relocated into the existing classroom wing facing California Ave. c. New Multi-use building along California Ave for easy public access. d. Along the South-East end of the campus, a new 2-story structure containing a Library and ten Classrooms, one Flex Room, vertical circulation and restroom core. e. Two additional Kindergarten classrooms are created next to the current Kindergarten.. PROJECT: Garland E.S. Renovation and Additions DATE: 01/20/09 MEETING: Community Mtg # 1 PROJECT NO: 28067.00 Page 2 of 4 Option 3 (of 6) - Cons a. The new 2-story building would be close to the residential properties along the SE property line. b. New building conflicts with fire access. Pros a. Multi-use building and new admin would frame the entrance to the campus and allow easy public access. b. New classroom wing has a compact footprint requiring less land usage which allows for future expansion. c. New classrooms would be close to existing ones. d. Library would be close to upper grades. Community Feedback a. The proposed classroom wing is too close to the houses. Fire hazard because of proximity. (The building would be fully sprinklered). b. Neighbors don’t like this option. New building represents noise and visual alteration from their houses. c. There are large trees where the building is proposed. The community wouldn’t like those to be removed. d. Fire truck & police cars should still be able to access though (E) point. e. The back of the new building represents a trap that would not be able to be supervised. 1.4 Option 5 (of 6) a. Existing Admin converted to two new Classrooms. b. Admin relocated into the existing classroom wing facing California Ave. c. New Multi-use building along California Ave for easy public access. d. Two additional Kindergarten classrooms created next to the current Kindergarten. e. New 2-story structure located along the South-West edge of campus, aligned to existing Childcare building. Cons a. The new 2-story building would block potential access/connection to Jordan MS fields. Pros a. Multi-use building and new admin would frame the entrance to the campus and allow easy public access. b. New classroom wing has a compact footprint requiring less land usage which allows for future expansion. c. The New 2-story structure would be away from the residential properties (except for the end classrooms). d. Library would be closer to public access. Community Feedback a. Can the Childcare building be relocated so as to make room for the new building and hence be farther from houses? Will it still have Chinese classes? (the building will remain but the future of its programs is undefined at this point) b. This option is preferred since affects neighbors much less than Opt. 3. c. Connection with Jordan MS is minimal. d. Blocking to Jordan MS is good because there are different age groups. e. This orientation allows for clear sightlines both from Garland ES and Jordan MS. It is better for supervision. f. The classroom close to the neighbors could only be one story so it is less affecting for houses. The building would be cascading down towards residential area. g. This solution would be more cost effective in terms of utility costs. PROJECT: Garland E.S. Renovation and Additions DATE: 01/20/09 MEETING: Community Mtg # 1 PROJECT NO: 28067.00 Page 3 of 4 1.5 Option 6 (of 6) a. Existing Admin converted to two new Classrooms. b. Admin relocated into the existing classroom wing facing California Ave. c. New Multi-use building along California Ave for easy public access. d. Two additional Kindergarten classrooms created next to the current Kindergarten. e. New classroom wing laid out in an L-shaped one-story structure located along SE and SW edges of campus. Cons a. It is a non-compact solution which requires more use of land. b. Future expansion is limited. c. Less available play area d. Classrooms still close to neighbors, but in one-story height. e. Blocks potential access/connection to Jordan MS fields. Pros a. Multi-use building and new admin would frame the entrance to the campus and allow easy public access. b. New classroom wing has a compact footprint requiring less land usage which allows for future expansion. c. Library would be closer to public access. d. L-shape wraps around the play area. Community feeling. e. Single story has more human scale and is less expensive to construct (no stairs & elevator). Community Feedback a. Don’t like this option. It takes too much space. 1.6 Community Feedback - General a. Out of the three options presented, Opt.5 is preferred. b. New community Option: Build a new two-story building parallel and adjacent to existing wing along California Ave. This potion is less disruptive to neighbors at the time of allowing for future expansions. (a similar concept was already presented to the Design Committee). c. Instead of renovating (E) buildings, could they be demolished and start over by building on existing footprints? What is the delta of demo + all new bldgs vs renovating + one new building? d. Neighbors would like to see the other three options presented to the Design Committee. e. All options should show the existing trees along residential property line. f. It is good that easy access/visibility from public of admin is being considered. g. Current location of Admin is good for visibility and monitoring of the play area. New location is OK as long as such supervision is still possible. See Briones ES. h. Setback from residential properties: City standard is 20’. i. Size of the library? (2,800 SF – 3,000 SF) j. Height of M-U? (25’-30’ the main space, storage and support spaces are regular one-story height) k. Noise from the new M-U building? (smaller non-occupied spaces such as storage surround the M-U space which serve as a buffer). l. Noise from Kindergarten play area: It is very loud for neighbors along California Ave. Could it be moved to the other side of the building, towards the main court? m. Parking: seems not enough for the 480 student projection. n. Could there be solar panels? (If budget not enough, the structure could be design for future installation). o. The neighbors would like hand-outs of the material presented p. What would the parents’ involvement be? In the past, there were three parents of each school forming a committee for community input. PROJECT: Garland E.S. Renovation and Additions DATE: 01/20/09 MEETING: Community Mtg # 1 PROJECT NO: 28067.00 Page 4 of 4 1.7 General a. Images of existing two-story classroom wings were presented. As well as examples of M-U buildings. b. The school will be vacated by June 2010. c. The presentation will be sent out via email for those who have signed in. Also, neighbors should include this in ther current blogs for more community input. d.
