A summary of Options 7A and 8A was presented. b. Option 9 was developed as a result of the community proposed plan presented at the Board of Education meeting held on February 10th. 4.2 Option 9 a. Entry plaza is maintained with Admin offices as shown on Option 7A but framed by existing MP building converted into Library. b. The north half end of the existing classroom wing to be demolished to make space for a new MP bldg. c. Super insulated envelope, water efficiency fixtures, cool roofs, high efficiency mechanical systems and high performance window and glazing systems are also proposed to improve indoor air quality. d. New two-story classroom wing placed parallel to the existing east-west oriented wing. e. New one-story building with two kindergarten classrooms set parallel to the existing K- classrooms. f. Childcare building remains as existing conditions. 4.3 Comments a. The main concern of this option is that the existing classroom wing looses the direct access to the fields. In Option 7A this does not occur because Kindergarteners have their play area on the opposite side (at the front of the school). b. Two kindergarten classrooms would not have direct access to their play area. c. MP building is centrally located, easily accessible for after school programs and also directly accessible from the fields, allowing the potential to provide covered outdoor eating area directly connected to MP room. d. Service access to Food Service is more difficult. e. By placing the MP more towards the campus, ten parking spaces could remain at the front. f. Enrollment projections were questions. Elementary students’ enrollment has increased by half a school this past fall. There is currently only on extra classroom in the entire District. b. Traffic and safety is a major concern. Bike lane is on the wrong side of the street. This site is open only to one street. Other school have two or three access points. Studies at other sites were made and found that there is a 10 to 20 minute window of heavy traffic. Stratford School with 330 students have double the drop offs than Duveneck with double the population. c. Will the City’s requirements for setbacks and height limitation be considered? Yes, even thought they don’t apply for private schools, these requirements will be respected or even improved. d. Briones ES has the MP building on the front and heavily used for PTA meetings and other activities and there was never complaints form neighbors. No noise from the MP is heard from outside. e. Has the attendance boundary been defined yet? Where are these new students coming from? Attendance boundary hasn’t been defined yet. There are new developments in Addison area as well as the south end of 101 and El Camino Real. Duveneck area is also growing. There are no available sites and there is no budget to acquire new land. f. There should be direct communication with the City as they are approving new housing developments and the District needs to provide classroom for new residents. g. Could the 4-strand be revisited? Make this site a 3-strand. h. Garland Dr itself has grown in population. Many families are young with kids that would be ready to come to Garland ES. i. A cost-benefit analysis should be done to see if $23M are worth to spend to grow from 330 students to 480. j. Evaluate the alternative of placing the Library under the two-story building so the MP bldg can come closer to the campus and farthest from the street. k. MP Bldg should not be rented to third parties to limit noise during after school hours and weekends. 4.5 Staff Comments a. Currently at Addison, lunch recess is staggered per grades. There is a 15’ period of all students in the play area. b. The District will hire a Traffic Engineer to perform analysis and recommendations for the combined area of Jordan MS – Garland ES as well as continuing with the Traffic Safety Committee meetings. c. A student/acre analysis of the school in the district was presented. Garland would be in the high end. The possibility of moving the fence shared with Jordan was studied and it is not possible, however, there are conversations on the potential shared use of Jordan’s fields for overflow during lunch time. d. It is ideal to address enrollment growth at this site because of its central location, it’s construction could be done without students on campus and because it could help enrollment across the district. The District has the responsibility to respond to these growth demands. 4.6 Next Steps a. Recommendation for action will be presented to the Board of Education on Feb. 24th at 6.30pm.
